In starting our fourth year in business (founder Leigh Budlong has 16

convert from a commercial to residential would be permissible. Research
revealed the complexity of the situation, including a long-standing
public parking/ beach access easement.

The market rent for a particular use was not significantly higher,
supporting our client’s (a law firm) claim to renewing a lease at
